Well, I admit I don't like how she used immigrant, since it sounded rather out of place. But I don't see what is wrong with it. She's a news lady. She is paid to talk. She needed an adjective and that was what she came up with (not a very good adjective, mind you). Or, she might've been explaining that his accent was due to being an immigrant. I don't know, but I don't believe she intended to be racist.
