No actually whats going to happen is...the government will all have their own downfall, one governments going to emerge out of nowhere scaring the earths societys. Every government around the earth will be taken down one by one from each country so that this new government can come into power to control the entire earth ( new world order ). Then this government would not have no debt, the money would be used wisely. To built a massive ship to travel there and start over much better
