I am new at this, but I think reeds probably all have the thick part (on the lower part) and the thin part at the upper half. If you tighten the ligature with any part of the thin top part clamped by the ligature you will break the reed and have to throw it away (lesson learned rapidly by me). So I think it needs to be pointed out that the ligature should only be tightened on the thick lower part of the reed. This may seem obvious, but there is a chance someone might not realize this.

Yeah I'm 14 years old, and I'm just now learning how to play the Clarinet for my School Band, so how long does it normally take to learn it, or does it mainly depend on the students willingness to learn the Instrument?
iTs the willingness to learn. It could take a month to be an intermediate if you really went at it. In order to be considered as a professional you will need to play atleast 10000 hours of playing!!

You need to get new reeds. I highly recommend Vandoren reeds. They are a bit more expensive but they will help your tone greatly
