When a cat sits on another animal they're either trying to get them to play or, more likely, they're preparing to use their back paws to subdue the other animal, via the sort of bunny-scratching action. I'd probably have moved the hedgehog at that point, as whenever I've seen a cat do that with a toy, they've followed it up by using their back paws to spin it up into the air and kick it around to play with it. Just be very careful and always supervise!
