Yes. I believe so. I realy want it because I don't have it for Nintendo 64. When I found out, there was only one on eBay...saddly, i was not able to get it. :( I don't remember how much wii points it is though.

actually, any form of ice can be used there for the 2nd 4-4 shard. In my last playthrough I even used the Odina power-up and it worked :P
