This match was actually fantastic. The reason Sagat throws Vega so much is because old version, non ST, characters cannot soften (or reverse) throws to lessen the damage, they take the full throw for all damage. Old version character have that disadvantage and the Sagat player exploited it.
I can't believe that CE Dictator can combo a standing normal after his scissor kick connects. Absolutely retarded.

Actually, I don't blame that Sagat for the cheap throws, when you consider how cheap CE Bison's combos & traps can be even cheaper.
