Okay, I've been speed running this level so let me give you a few pointers:

1) When you are on the thwomp, as he is rising, Mario's backflip doubles in height

2) You can triple jump + spin jump to get the star without the topman's help.

I bet that there is a way to get to the star without using the spring on the enemy, but maybe not.
