Actually this policy worked really well for the apaches.
There are now no requirements limiting private instate sales of weapons. No way to prove you still own that Glock.
No- the National Guard is not a militia it is a division of the government.

I have never heard of BATF, but it would be useless seeing how all legal weapons are registered when purchased.
