Actually, cranes would be safer and more precise & practical to rig pipes or hoses directly to the holding pools. You would need a robust framework to secure the pipes or hoses. This is very basic stuff, something any competant steelworker could readily erect given sufficient equipment and materials. The radiation contamination now complicates everything. But still, very close proximity is needed to address the reactor vessels. A Lot of the debris needs to be removed to clear access.
To be clear, I meant the general roof area or one top of what remains. (I had a wreckage texture with wreckage, but I was having trouble mapping it for preview as I am tired, having done this in just a few hours.)
