all fees were paid, THE CITY OF OSHAWA TOOK MONEY FROM A CHARITY GROUP, & PLANNED TO HAVE THE EVENT SHUT DOWN despite legal permits. it was clear from the number of police present, that the city had hired extra officers for the event (or left the rest of the city unattended)
