Law Enforcement never meets a threat on equal level unless they have to. It's just smart tactics. If there is one of them, you go two on one if you can to prevent from having to seriously hurt that person. If there is one person fighting one cop, that cop will resort to greater use of force. If there are two cops taking down a suspect, they have less need of greater force. Logic and tactics.

The purpose for the taser is when hands on techniques could result in more harm then good. Much like OC, the taser is a tool to be used when the situation calls for and often times prevents injuries to both parties.
In actuality the "Non-lethal" taser is doing "more harm than good" as you stated for Hand to hand combat. People being caused serious bodily harm and even being killed by the use of the taser is on a rise, as well as the misuse of the them.

Show me where legitimate studies that show conclusively tasers caused death or even serious bodily harm. On the other hand, you have years of statistical data that shows whenever an officer has to lay on hands, the chances of injury rises as opposed to using a non lethal option like OC and tasers.
No, those years of statistical data show that as the # of times officers have to go hand to hand, the # of injuries go up for both parties. As opposed to when other options such as taser, ASP or OC are used, the number of injuries to both parties go down significantly.

Those years of statistical data only show that more hand to hand techniques are a necessity, which needs to be ingrained in the police training.
Like the fellow user below mentioned, Krav Maga is a great style of defense that can be implemented in the training.
I'll try and retrieve some studies to show you the potential risk of police issued tasers -- I'll get back to you.
