I have and uncle who used to be a safety officer, where he worked, his job was to make sure that couldn't happen and he took it very seriously. Had that been where he worked, the dog would have been killed with a shotgun. Basically, 1 dog vs plane full of people. Plane full of people got the priority.

though im a dog lover, we've had enough plane accidents. if you got to land a plane, land it. if the animal gets hit, so be it. i know we have to think about dogs and their safety too, but when it comes to airplanes and a dog gets in the way, you have to think about the safety of the people on board the craft first, and once everbody is safely on solid ground and the plane stopped then they can tend to the dog.

Ive had dogs do this to me, they sometimes stop at the edge of the runway and act like they are going to run back the other way just like deer do. That would explain it.
