Ya, the fishing there can be really hit or miss. I actually fish there from shore more than I do by boat. Shore fishing is more relaxing but you usually don't catch trout like that from shore!
glad some people that fish live in north dakota, i fish the shallow end of the heart and i have alot more luck there than alot of people do in the mouth where the missouri meets the heart

try using a glow in the dark jig with a gulp alive smelt. Although you get hung up alot it also works well for walleye on the race
