It only activates if you're pointing the control stick in the same direction as the drift you are doing. Otherwise you just charge forever and nothing happens.

Depends how much you try and change and whether you use brand new textures or modify textures by hand. This took me roughly three hours to do when I sat down and got working at it (including testing).
