Clinton's surplus was a game play with the figures. What ever was costing more, was taken off the books. I heard there were three sets of books, used by the last two presidents. There is independant accounting of Clinton's presidency on line. President Bush had to build back the military after Clinton stripped the funding, plus the war on terror. There are no two wars.
