Now that you point that out that the mayor wants Alexis to use Sam to turn Jason in...I think thats exactly what Alexis did! After Jason killed Manny...yes Jason wanted to keep Sam safe but Alexis made a deal with Jason basically telling Jason that if he stays away from Sam then Alexis won't put him in prison but if he stays with Sam then she is gonna put him in prison. I might be wrong but it seems that way.
