You can't really say anyone is "evil" or "good" in Fallouts world. For some people in the game (like raiders) that is the only life they've ever known and it's all about survival. Just like in the animal kingdom. Clearly, to us Dad seems to be as good as it gets. And maybe the Lone Wanderer does know right from wrong. But for other Wasteland inhabitants, good and bad does not exist. It's all about survival, not friends. So you can't really say they're bad or good.

It isn't exactly evil to let her do it. Seems more like neutral. Evil would be letting it explode. Because then nobody, not the enclave or wastelanders would get fresh water. I can't really say the enclave is evil. Each faction has their flaws. The brotherhood is obsessive with technology. The enclave is obsessive with a pure existence.

@Heyzeussssss it's dlc, so you have to buy it, after you do that, it should install automatically, if you have a pc copy, there's a mod called "freeplay after mq" (main quest) it allows play after the ending (without the added quests that come with the dlc of course) if you own a console version, then I'm afraid your just gonna have to buy the dlc. On steam it's £5 (6 or 7 dollars I think) on xbox it should be something like 400-800 Microsoft points

It sucks because the game doesn't consider the hero to be a pure human. Me thinks because the Vault Dweller was actually born outside the Vault or his father James came from outside or something so radiation has already corrupted him. I drank the purified water and died. @RatingZone1 If you have the DLC/Expansion called Broken Steel (which should be present in the GOTY Edition) then you will be able to continue the game after the main quest has finished.

Basically you and Lyons will wake up form a coma weeks after the purifier was started and continue on with fighting against the Enclave.
