G-d wants people to work on good qualities in ourselves, and help others like through charity etc. - If G-d is taken out of the picture, people slowly start to do whatever.
As of prayer in school, pub schools can't have a public one b/c there's diff ideologies. However, I feel that each child should be allowed to say their own silent prayer.
