I have a Poly chanter that sounded horrible and would buzz a lot, That is till I spent a few bucks buying a good set of reeds. I have had luck with tru-tones as well as Gibson reeds. The gibsons are a bit more tempermental and require more air through the chanter but give a good mellow tone. Buy a few different reeds and try it out. I've heard rosewood chanters that sounded amazing with the right reed.
get a good reed, and with some drilling and taping to get it in tune, it might actually sound half decent! I don't know though. Its hard to get a good feel for the sound in a video.

Mmm, not a kind of wood problem, could be the reed or the cheap made bore....
