I agree, but they are peoples dogs and some dogs like it. My female dachshund nikki hates to be dressed up... but she loves it when i paint her nails after i paint mine. She prances around and shoes them off. If i leave a bottle of polish where she can get it she will bring it to me and bark until i paint her nails for her.

That's a PetSmart, not a shelter. And i think the pup is a King Charles Spaniel, if you want to check for a rescue near you.
