You do need the speed booster, but the shinespark move isn't needed to complete the game (and to clarify, the shine spark is when you press down when glowing and then at a later point press jump and a direction to "boost" in midair). And since it isn't explained anywhere in game, it is thus a secret move, just like the wall-jump move.
