Chiyo's prolly one of the most powerful ninjas in the series because of that chakra sealer. Even she can defeat Madara should she use that properly (imprint that on the ground where Madara is standing, obviously throwing the lion head wont work, it'll pass through him).

The way he shot the senbon in large clusters would have made it impossible to dodge by just moving to the sides. It would have forced them into other senbon. Also after, when Chiyo is apparently controlling Sakura to help with the sebon grenade, she has her eyes closed. Impossible to see the senbon going at Sakura. Shitty writing like this is why I stopped watching.
