The game is trying to keep in continuity with the rest of the series. Since Vegeta and Goku were the last saiyans, their species couldn't repopulate. Plus even if their descendants existed till the game's time, they wouldn't have enough saiyan DNA to use their lineage.

Saiyans were so massively over powered in the series. They completely over shadowed all the characters that were actually interesting (Piccolo, Yamcha, Tien, etc) That being said, having no saiyans IS lame. This game looks like any other MMO with a DB twist to it. I'd like to be proven wrong, but it looks pretty lame so far.
