I would argue that Weatherly recognises the intimacy of this scene and Ziva's intent as being more critical than the actual action.
Wow. A kiss on the cheek. I guess it's not as bad as a "friend hug" - you know the one - where the girl pops her hips outward as far as they'll go so there's no chance of bumping uglies through clothing.
