If Rugby was as rough, trust me, they would adopt padding as well. NFL is stop and go, yes, but it is 100% to 0%, 100% to 0%. Rugby and other sports like Soccer are rarely played at 100% speed; I've watched many games. I would say they are at a consistent 50-70% speed with about 2-4 100% spurts mixed in for the whole game.

There's ten to eleven people hitting each other on the field, while there's an occasional hit or two in hockey every two or three minutes.
