Strange it may seem, there was a time when crossing within 5 meters of a zebra gives the pedestrian right of way ( Netherlands).
Since highway codes are not consistent, I cannot blame you for not stopping, nor can I blame the pedestrian for being in the cycle path (trying to catch attention). Compare it with cycling outside the lines of the cycle path.
Main thing is, we look out for each other. Highway codes are primary instated to prevent accidents.
I think you should be out in the road through the turns since they seem kind of narrow. Its much safer for you, and for the motorist to see you more easily.

Sadly some peds think its "safer and quicker" to step into the cyclelane as it wont hurt if they get hit by a bike.
