Even if it did not touch the sides, it would reach 'terminal velocity' in 3 or 4 seconds because of 'wind resistance'. I guess it is only a couple hundred feet at most, probably a typical dry water well. I wonder if it is possible to get the pipe to resonate like a flute. They would probably need to remove that cover, to get the wind to strum it. The tone would give you a good depth measurment.
