Tenpenny had not went to kill Pendleberry because they needed a scapegoat for killing Pendleberry. Remember Pulaski and Tenpenny had just killed Pendleberry when Carl got there. They had plenty of time to kill Sweet but instead of Sweet they shot Beverly. But nonetheless it was said to see Sweet like that.

Also remember on the mission Green Saber Pulaski was driving the saber out not Ryder and Smoke. Only Tenpenny and Pulaski have the keys to the saber.

Actually Ryder and Big Smoke didn't kill Beverly. The people in the Green Sabre were Officer Tenpenny and Pulaski. They thought by killing Sweet that it would force CJ to come back so they could blame CJ for the death of Pendlebury. However Sweet wasn't at his moms house and she was killed. Ryder and Big Smoke joined with CRASH in order to bring about drug sales for Grove street but results in the downbringing Remember Carl said that Smoke was in with some ballas key word some.

Okay I'll try to clear things up. Ryder and Smoke did not directly kill Cjs mom but they ordered the hit. It was meant to be on sweet because he refused to deal drugs in the GSF. however Cj's mom was caught in the crossfire and was killed.
