i use paint for my skins cuz my fucking shit computer cant download photo shop, but ive made a few redbull skins lol, they look like shit thoe cuz the paint colors are all fucked up
you can make new colors. Double-click on a color in paint, and then you go on the bar "define color" (or so, i dont know how its in englisch im german i have german paint.) and there you can change colors and overwrite the old colors.

Have you tried GIMP by any chance? It's decent if you can't get Photoshop. Of course, this post is a year old so you probably don't need this now. :P
