These were actually survirors of the war trying to call for help... in ghoul language. Here's what I think they said:
"For anyone out there, please come help us. We have taken refuge in the sewer drainage pip below the radio station. We are survivors, please help us."
i remember when i first found this radio signal, and it creeped me out. alot. haha. so i just went in and found the radio signal and killed everything in the chamber with a passion, and turned it off =P
Have you found the room where you activate the electrical switch and you get a radio signal which is in morse code? There are three wasteland ghouls by the room it's a signal tower...
Lots of radio towers with Morse code. There's a tower with a crazed ghoul that plans on wiping out the rest of the human race. The radio tower she's in actually controls missiles that are still in space. You can activate the missiles yourself but it just blows up around the tower and doesn't hit any particular target. Maybe I should make a vid of this someday.
@TheMagnakyubi100 probably blows up some other city in America...AGAIN. There's also a relay tower with missile satellites orbiting around it in space and you can trigger a destruction sequence that causes the satellites to drop bombs around the tower. Pretty cool. A ghoul scientist runs the tower and her goal was to use the device to exterminate the rest of the human population. I should make a video of this.
@MikesMethods i think you now that fort constantine was from the pre-war and i think that the target it has to be a enemy city or in my second opinion i think the target can be like you say another american city but for what . WHY that city , overrun by enclave, base of the brotherhood of steel, outcast brotherhood well guess we dont now were goes that nuke.
The DC Transit System is hard to map 'cause there IS NO MAP of it.You can only use the local maps when you're actually there, and that shows only your current position.
The best thing I found in the metros was the Burnmaster. Other than that, there's really nothing down there except loot and ghouls. I did find one ghoul willing to buy sugar bombs off me for 30 caps a pop down one of them. Made about 3,000 caps off him.
@TheBoogeyman000 well i just got a good quality camra but its a little to late to start recording now but when new vegas comes out you can expect to see some vids hopefuly they will have good places to explore in new vegas

There's another radio signal that can never appear on the map that a person has recorded his voice on. I'll post that vid one of these days, showing its location. I have found so much cool shit in this game, eventually I'll get around to posting it all.

It comes from the corpse of a chinese soldier and it is totally random. I have picked it up in different parts of the Wasteland. Explore long enough and you'll come across it.

ya ive heard of that one to on the vault wiki, but i have never actually fond it in the game. if you have the comp version you can use console comands anduse the no clip one. directly under him there will be a ham radio
