Wow I can't believe this is an issue lol a dog's leg spasms out when you stroke it in a certain place on its side and this dog is triggering that reaction (somehow) whilst he enjoys his bone.He doesn't know it is his leg until he bites it and he is programmed to defend his bone like it is his house (all/most dogs are).Thus he growls at it like he is going to kill it.It is an act though.

I work in a veterinary clinic and all of our veterinarians who watched the video agree, this is NOT a seizure. It is some sort of aggression behavior, but not a seizure. The so called animal specialists at SPCA should leave the medical diagnosis to the veterinarians.

The dog is having a seizure - he is normal to begin with, has a fit, then carries on as though nothing has happened. Meanwhile.... in the background, probably unaware of any illness, the dog's owners find it all highly amusing.
