Actually, only the high parts, mainly the "Not gonna get us" lines were lip synced by Yulia. She hurt her voice with a vocal cyst from singing so high in the album before and she can't sing high notes anymore. If she does, she'll ruin her throat forever. Permanent damage. So she has no choice but lip sync. And her accent (which is adorable) is prominent when she sings, so it is live.

the one with black hair (Yulia) who sings the "Not Gonna Get Us!" bits had a vocal cyst and clearly can't go that high anymore, plus she was only about 15-16 when she recorded that song, and her voice is going to sound different. Besides, on the other parts she sounds fine, and the one with red hair (Lena) sounds amazing when she sings as well.

I respect the girls of t.A.T.u. so much. I must be rather hard for Yulia to be able to face the audience ever since her manager had ruined her voice. It's still rather beautiful, but she'll never be able to sing "Not Gonna Get Us" again without a playback.

They used to be able to when they were teenagers, but their voices work differently now. They can still both sing very high, but Yulia can't really scream high notes anymore because of the cyst she had. But, I don't know, maybe after vocal therapy, she can do it again. We'll have to wait for the 3rd album

Yulia didnt lip-sync, but for the parts like at the beginning and end like "not gonna get us" in super high pitch, was lip-syncing, and "shining in your fire" was lip-synced too. the notes to reach those are impossible without editing, even she dosent lip-sunc the rest of the time, those parts will be lip-sunc. great performance guys!
