Were we to have a more rational and mature attitude towards our bodies there is a likelihood that the necessary thrill factor for any flasher or exhibitionist would be diminished.

As for "flashers", they are first and foremost clothed people.
Clothed people are perfectly capable of being sexual nuisances in public as things exist right now.
An unclothed person is no more likely to be sexual than a clothed person is.
