Data gets collected in California better than other states because the California Air Resources Board has an operating budget of over $700 million annually. If you google air pollution, the majority of particulates are from diesel and the cities with worst particulate pollution are LA, Bakersfield, Fresno, Vegas and Houston.

The only way you can tell if you're running anything too hard is EGT's and/or coolant temp. Oil temp too if you're serious about it. Not by the color of smoke.

Four screws and a grinder on a 98 Cummins 24 Valve Turbo diesel And it will out power anything, and half the time it doesn't smoke. It all depends on how the setup is. You have to think about Gear Ratios, RHP Torque. Its not just one thing that goes into making a great setup. Its how the pieces fit together that makes something great.
