Ahh. I did not notice they were not moving. You may be right air start would make sense. The angle is kinda far away. It could be that the middle ones are moving less... on most of the semi truck engines I have seen the injector rockers move less than the valve rockers.

This engine was used in early aviation attempts. Producing 2 hp at 80 rpm it was deemed impractical
