Cap & Trade has nothing to do with technologies..it merely lets polluters buy carbon credits from non-polluting companies to allow them to continue to pollute..every company gets so many "carbon credits" and if ur company pollutes less than ur credits u can sell the excess to other companies that do pollute so that they can continue to pollute.. these will be on the commodities market as soon as they are issued according to many analyst
Very true, there has been a cap and trade program in NY for years. It is a massive failure. Companies still pollute, they just buy offsets, from companies who are under the cap on carbon emissions. At the end of the day nothing is reduced.
