Yes that's right. Grover did a good job getting everything right on this skit. However, there has also been very few skits where Grover did his job right.
This is also probably the only skit where Fat Blue was not in a hurry since he couldn't decide what to eat first. (Usually he always says to Grover to make it fast because he is in a hurry and has to get somewhere).
I liked it when Grover said that line. Also, as soon as Fat Blue said "I wonder what's the matter with him today", Fat Blue probably should've wondered what was the matter with himself since he had far too much trouble deciding whether to eat the soup or the sandwich first.

The older skits seemed to be designed to bring younger kids into the adult world they were going to live in, while teaching basic concepts like "Before and After" and "Bigger and Smaller". The newer stuff still teaches lessons, but not in the same "this is why it's important in real life" style that they did years ago. Grover, Ernie & Bert, they were in a daily-life context.
Grover did that at the end but you're right, Grover should've done that in the beginning as soon as Fat Blue ordered the soup and the sandwich. Then as soon as Grover gave both the soup and the sandwich, Fat Blue could've then decided (for a long time if he wanted) which one to eat first.

It would have been MUCH better if this happen after like 15 or so skits with the two. But...I'm not sure what the order is so Ill still view it as that.

I can't stand customers who can't make up their mind; once I had a customer just before closing time and he stayed for almost an hour, unable to decide and unwilling to give up. I felt just like Grover did.
For this behaviour of Fat Blue's, he lost my sympathy in the other Grover skits. Fortunately I've never known people like that but I don't envy those who do!
