they're doing the N-track system. Different people make different segments of their own based on a 3-track mainline so they can connect them to each other.
it is actually a pretty simple system to adhere to, but when you get a bunch of different people together bringing in their own modules to connect to each other, you get wonderful layouts like this. :)
