something leads me to believe you cheated (maybe)....

I mean, other than the cash cheat (i use it too) cuz like...

First off, you choose casinos instead of parks which I'm lead to believe promote more development...

and 2nd, you have 7 prizes way at the top that have their development promotion being completely wasted. also, you put industrial zones in a 3x3 square right next to commercial and residential zones which not only stacks lots of pollution, but demotes zones around it
