Well after a little research i found that the Jingle, at least came out in 1954 so my date cannot be correct. So to that effect ill put the correction in an annotation

This Halo commercial was probably in 1956 not 1953. Pardon for the correction of the year that the Halo commercial was made.

I'm almost certain that's the actress Carol Lynley, though if it is, she would have been only 11 in 1953.
