Over all I think this is a good start, well though out and well worded. I have one point of contention though. In my opinion you are doing wrong by trying to alter our flag. It is a symbol of freedom and always has been, predating any official recognition of the U.S. Government. All Americans are united under our flag and it dose not matter what your political views are we all share a reverence for our flag. It basically said the UNITED STATES was a corporation that could sue and be sued and it only had direct control over Federal claims (DISTRICT COLUMBIA, Puerto Rico, etc).
