i am a naval architect and designed many boats over many year, most of them has water jet.

water jet has to pump water outside the water. (in many boats, transom discharges water behind the boat.

also you can try this yourself . get a pipe to ur hand, tap the water and feel how water push you back. then get in a pool with the same pipe and tap the water then feel how it push you back or how doesnt push you back in the water ;)

this is about momentum, you can search in vikipedia.

that seems funny that a jet pump wont work if the nozzle is under water because it does every single day. equal and opposite force is all you have to worry about.

i would be more worried about cavitation but looks really cool

I have no idea, my jet boat racing career tells me that a jet works just fine thank you. I guess I was just imagining my butt being slamed into my seat as I mashed the throttle.

if you put the waterjet underwater it cant push the boat ;) :)) because they work with momentum
