Sorry. Sonic Stadium posted new info, and according to their post, Knuckles was the last Sonic Character added to the roster, which makes the Sonic Characters:

Sonic

Tails

Knuckles

Shadow

Amy

Big

Dr. Eggman.

As it is, it's 7 characters of the roster devoted to Sonic. There need to be at least 14 other series characters to make it seem more like a Superstars game than a Sonic game+ cameos. Afterall, this is classified as the next "Sega Superstars" game, despite its different title.

Its true that Ramirez was the main enemy of Skies of Arcadia, which I mostly agree, and Lapen is just a bounty. But Ramirez is dead along with Zelos when Vyse and his friends defeated him in the final battle. Lapen on the other hand is still alive. And yes, I hope that Ristar will return as well.
