Clearly the elk knew that the train would stay on the rails. It must be a local one with experience from that bridge. Animals tend to be less stupid than most people imagine though I have seen several deer running from the train and staying on the tracks when they could just turn away. Using the horn on and off (like 0:16) tend to make them turn though while continuous use of the horn doesn't work that way.
