I thought Saturn was critically underused (but that is not uncommon for WWE). He had a good look & was better in the ring that a lot of their talent. I also think he had a bit of a right to kind of shoot with this guy. You always want to protect both yourself & your opponent in the ring. He could have taught him a lesson in there. The fall Bell took is as much his fault. Also you can still hear Perry tell him "kick" at 4:47.

This looks like a WWF show from long ago called Metal (which was previously known as Shotgun). Not all of the dark matches end up on TV in any form, of course. You can kind of see how they got the idea of how to do WWE-ECW's show. It's hard to get a full arena of people to show up for a show like Velocity. If people are going to pay, they're going to want to see RAW or Smackdown!.
