@Pred4tor419 Well, supposedly, that's not ordinary old water. It's a special kind of liquid which speeds up the recovery process somehow.

@inumaru988 Vegeta said it was made out of Genetically engineered saiyan skin particle and cells which made the water a healing substance and made you grow stronger. he told krillin and gohan that after they asked if goku would drown in it.

@Dominus96 it was too risky, dende didnt meet krillin until 15-20 mins after the battle Goku was in a near death situation thats why the rejuvination tank was used because it heals people from near death and they couldnt take the risk but Vegeta didnt know about Dende's healing powers at first, so i guess it was just by chance but Vegeta knew Goku was in near death, hence the tank...

You know what's funny? Vegeta said Goku would take an hour to heal. That was about... 12 episodes. When frieza said 5 mins until the planet was gonna blow, it was the same exact thing. lmfao.
