Its called "artifacting". what causes this is a game that uses more video ram than your video card supplies. It can also be caused by the operating system taking too much. You should move to 7 or xp for it to work properly.
Hello there . I need your help . I just upgraded Vista Home 64-Bit to Window 7 Home Premium 64-Bit and it could't detect my graphic card . So i downloaded the driver installation . After the installation the graphic was back to normal except for some button on web browser and Msn emoticon . By the way im using NVIDIA GeForce GT230 . Drivers are screwing up, either - Restart your pc or get new drivers, new drivers btw screw up even more - You will first need to download the up to date drivers, don't install them yet
Uninstall the current drivers that has flickering lines - Then install the up to date drivers then restart your pc.
You should have installed the drivers for your computer after installation of vista, in the following order: audio, chipset (there will be two of those), ethernet port, wireless adaptor, GRAPHICS CARD DRIVER. Your computer needs the drivers for the grapics card.
You can download these off the nvidia website.

... If you have C:Program Files: ATK OSD2 & ATK Hotkey - bad spyware drivers - do the following: Open ATK OSD2, create a new folder, call it the same as the previous folder, then remove the .exe file into it. Do the same with ATK Hotkey. I got speed of light personally.
Go to start > all programs > Accesories > System tools then click system restore, restore your PC back to before you deleted windows.old . NEVER Delete this File Manually. To Do This Safely: After you have restored your system go back to the system tools folder and select 'Disk Cleanup' Then, At the first prompt, Select Files from all users. then tick the box that says 'delete Previous Windows installations' then click ok. your windows.old will be gone and graphics ok.
My wife's Dad had this problem. But we use Mac so we haven't really had that problem. But I have seen this before. I agree with the guy above. Re install XP man.
when i watch a video on vista media player or u tube the black on the screen goes all red blue and green. yet when i watch it on windos media center it dosent happen. sorry to use this moive as a way of me getting help but i cant make a video andis seemed lik a good 1 to put it on. if u can help can u plz send me a message thx

you just need a new graphics card. This happend to me on Spore and as soon as i got a new one it went away

This looks like a fried graphics card to me. It COULD be caused by bad drivers for vista, but I doubt it.

Those are artifacts.Try getting a newer driver for u graphic card and u see if ur card is overclocked.
