It is bull shit, they've done a poor job of it when looking at our history of American and Russian spies selling military secrets to each other during the Cold War. I think people can regulate themselves, the government does not have to step in. So, you still get freedom of speech, you just get educated people exposing the uninformed who think they can get away with disinformation.
These problems took root when people put it on the government to identify the UFO's. But UFO identification is the task of those not compromised by the alien mind control viruses, unlike government hacks. Plus, most UFO's are wired to move like sharks, with walls of fire rendering them invisible. Governments are too latent and ill-equipped to track this phenomena. Additionally, they can't compete with civilian UFO intrusion detection systems, even if the civilians use tin foil shell caps.
And we both realize that USSR only ended communism because they had successfully researched and developed a prototype mind control satellite system. They simply couldn't produce it fast enough under the communist system, so they started a free market system. But an increasing amount of people are under soviet mind control now, including the majority of the US.

The reason is pay and red tape. There are no aliens or space craft. There is an allotted amount of time to seal documents while the underpaid government employees are still receiving salaries and then after that time is up, they release the docs to the public. Every year, they unseal a few and then a few more, and eventually, it will be something to laugh at.
I want to bitch-slap this woman. Guess what, we have a right to any and all of the information we want from out government, regardless of whether she thinks it's relevant or not. In addition, her discussion about developing our civic culture reveals her complete lack of understanding of our history. Centralized, authoritarians govt destroys civic culture by suppressing individual agency- I wonder if she's ever read De Tocqueville? Fire her now! She lives off our money.
