You can't just "plant" WMD's.
For one thing WMD's, whether they are chemical, biological or nuclear, have distinct "signatures".
So for example if you had some anthrax or plutonium, you could identify where (which lab, let alone country) it was produced in.
That's how they were able to identify that the anthrax used in the US attacks came from a US government lab.
Not to mention the fact that WMD's are not cookies, you can't just take some whenever you feel like it. No matter who you are.

I personally think he did have WMD's I think someone like that is highly unlikely to just get rid of them without being forced to. But I also think he was no more of a danger to us than he always was. I think he either destroyed them, buried them or sold them. My hunch is a combination of destroyed and hid. But I don't know this for sure, it's just my opinion.
Of course, while all this was going on, N.Korean got some nukes lol.
