what is the mark of the dump valve? blow off

the blow of valve i stock but its vakum hoose is brooken so the air ir vouncing back to the turbo, something called "turbosurge"
the exhaustsystem is from ACE competition here in sweden. Costs around 1900 euro =) 3 ince from the turbo
